UK and France Will Dispatch Military Personnel to the Country in the event that a Ceasefire Accord is Agreed

The UK and France have signed a declaration of intent concerning the stationing of military forces in the nation should a peace deal be made with Russia, the British leader, Starmer, has stated.

Subsequent to discussions with Ukraine's allies in Paris, he indicated that the allies would "establish defense centers in various parts of Ukraine and construct secure installations for military hardware and equipment" to discourage any subsequent attack.

The partner countries also put forward that the US would play the primary role in verifying a truce.

The Kremlin has repeatedly warned that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has as yet not commented on this recent announcement.

The Situation and Continuing Hostilities

Moscow's leader Vladimir Putin launched a major offensive of Ukraine in the start of last year, and Russia presently occupies about 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our commitment to support Ukraine for the long-term," commented the British leader.

Heads of state and high-ranking officials from the "Coalition of the Willing" took part in the Paris negotiations.

Defense Assurances and Diplomatic Positions

Senior US negotiator Steve Witkoff stated that "long-term defense assurances and strong reconstruction vows are essential to a permanent resolution" in Ukraine – referring to a key requirement made by the Ukrainian government.

Witkoff said the coalition had "substantially agreed on" their work on finalizing such guarantees "to ensure the citizens of Ukraine know that when this hostilities ends, it ends for good."

The former US envoy, ex-President Donald Trump's advisor, also participated in the talks.

Separately, France's leader Emmanuel Macron said that Ukraine's partners had made "significant progress" at the negotiations.

He said that "robust" safety pledges for the Ukrainian government had been agreed in the instance of a potential ceasefire.

Ukraine's leader Volodymyr Zelensky said that a "significant advance" had been made in the negotiations, but qualified that he would only view efforts to be "adequate" if they culminated in the end of the war.

Earlier, he suggested a peace deal was "largely prepared". Finalizing the outstanding 10% would "determine the fate of peace, the future of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and security guarantees have been at the forefront of unresolved issues for negotiators.
  • Putin has repeatedly warned that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas region or Russia will take control, dismissing any middle ground over how to finish the war.
  • Zelensky has thus far rejected giving up any territory, but has floated the idea that Ukraine could move its forces to an agreed point – but only if Russia follows suit.

Russia presently occupies approximately 75% of the Donetsk region and around 99% of the neighbouring Luhansk region. The areas form the heartland of the Donbas.

The initial US-led multi-point framework that was circulated to the media last year was seen by Ukraine and its European allies as being disproportionately favorable in Russia's favor.

This triggered a period of high-level discussions – with all sides trying to adjust the proposal.

Recently, Ukraine sent the US an new 20-point plan – as well as additional documents detailing prospective security guarantees and arrangements for Ukraine's rebuilding, Zelensky said.
